International freight documents: CMR vs TIR and pre-loading checks
Start a document review with the shipment direction, production origin, current cargo location, itinerary and final handover point. Commercial, transport and customs documents have different purposes. Naming CMR or TIR is insufficient: agree who prepares each document, which version is needed and how its details match the actual order.

What is the difference between CMR and TIR?
CMR concerns road carriage contracts and the consignment note; TIR is a customs-transit framework. They do not replace one another. Ask which transport document and customs procedure apply to the actual itinerary, and who confirms each.
Review import, export and transit documents separately
An import ends in Iran; an export starts in Iran and ends abroad; transit via Iran connects foreign endpoints. Loading country does not necessarily identify production origin. Clarify the cargo owner, declaration responsibility and final delivery point with the coordinator before documents are prepared.
Connect every multimodal handover to its documents
Where goods move from ship to truck or between vehicles, reconcile package identifiers, seal record, declared weight and visible condition. Identify who receives the next-leg documents and who decides how a discrepancy is recorded and resolved before the next movement.
What should food, meat and machinery enquiries identify?
For sensitive cargo, provide the exact product, producer, production country, storage requirements and packing specifications. The responsible specialist must review product documents and permissions for the actual itinerary and date. Requested temperature, temperature records and destination acceptance are separate checks; this guide issues no health certificate or import permission.
Document comparison worksheet, not a universal mandatory list
| Document or information | Purpose in the initial review | What should be reconciled? |
|---|---|---|
| Commercial invoice | Transaction and goods information for review | Reconcile descriptions, commercial parties, declared value and currency with the other records. |
| Packing list | Package identification and handling information | Compare package count and marks, net/gross weight and dimensions with the actual cargo. |
| CMR or the document for the relevant transport leg | Transport and party details for that leg | Check the delivery point, goods description and references against the transport instruction. |
| Transit procedure and document, including TIR where applicable | A customs matter separate from the consignment note | Identify who prepares and confirms the procedure; a document name does not confirm route access. |
| Commodity-specific documents | Product and itinerary requirements under review | Check the issuer, product and production origin with the declaration specialist and consignee. |
| Delivery instruction and handover evidence | Service endpoint and transfer of responsibility | Specify final address, unloading, seal/temperature records and the discrepancy contact. |
Hypothetical example: frozen cargo from India to Central Asia via Iran
Suppose frozen cargo is being reviewed for sea carriage followed by a road leg. Keep producer, production country, package identifiers, weight, requested temperature and transfer point consistent in the enquiry file. Assign sea-leg, Iran-transit and destination documents to the responsible parties. Route access and commodity acceptance require separate confirmation. This is neither a Barnav shipment record nor acceptance of a particular product.
What should you send to support?
- Production country, current loading country/city, final destination and proposed entry/exit points.
- Commodity, package count, weights and dimensions, readiness date and temperature requirements where relevant.
- Documents already available, their versions and responsibility for missing items; do not publish sensitive originals publicly.
- Service endpoint, handover and unloading responsibility, discrepancy process and when original documents are needed.

Frequently asked questions
Does a CMR replace the invoice and packing list?
These records address different review needs. Cargo and package information should agree; the transport and declaration specialists must confirm the final document set for the shipment.
Does TIR mean any commodity may travel on the route?
No. Review the transit procedure separately from product acceptance, itinerary, equipment and commodity-specific documents. A document name confirms neither capacity nor import permission nor an open border.
What if two documents show different goods or package counts?
Report the discrepancy before loading or the next leg. Identify the corrected version and its approval; do not change facts merely to make documents appear consistent.
Is the checklist identical for all neighbouring countries?
No. It prepares an enquiry. Production origin, destination, intermediate countries, commodity and transport mode affect the document set, which must be reviewed for the actual order.
